
SOCAR & Turcas Rafineri A.Ş., which is owned 100% by
SOCAR & Turcas Enerji A.Ş., was established on September
10, 2008.
The company applied to the Energy Market Regulatory
Authority (EMRA) of Turkey to obtain a "Refinery and
Storage License" for the oil refinery to be installed at
Aliaga/ İzmir on November 4, 2008.
The refinery planned to be installed within the Petkim site
will have crude processing capacity of 10 million tons per
annum. The refinery will provide some amount of fuel
products currently imported for domestic consumption
while supplying LPG, Light Naphtha and Mixed Xylenes to
Petkim.
The planned investment will provide raw material supply
security for Petkim and create synergy by sharing the
infrastructure with Petkim and processing the side streams
produced on both sides, thus creating additional value
through Refinery-Petrochemicals integration.
The planned refinery configuration will have process
technologies to convert lower value black products into
higher value and environment-friendly white products,
which will also have the same specifications with the
European Union compliant products.
The Environmental Impact Assessment study for the project
has been completed and the Final Report has been
submitted to the Ministry of Environment for evaluation.
Ministry approved the report and issued the Environmental
Impact Positive Certificate as of December 8th, 2009.

The first part of the conceptual design and feasibility study
within the framework of the agreement signed with
Technip (Italy) / UOP (UK) consortium has been completed
in July 2009 and the second part is completed by the end
of January 2010. Tender Documents for the Basic
Engineering Packages, License Agreements and FEED of
the Project have already been released and the winning
bidders have started relevant works as of March 2010.
The project is planned to be completed by the second half
of 2014.
STEAŞ has prioritized the Petkim Feedstock Refinery Project
over the Ceyhan Refinery Project due to its focus on
meeting Petkim's raw material needs in a sustainable
manner as well as the availability of limited resources as
a result of the global financial turmoil.
